Issue: The proposed hotel development on the Camps Bay beachfront
Advocacy Focus: The case against the approval of the plans for the beachfront hotel was heard by Mrs Justice C Fortuin. The judgement was not in the CBCRA’s favour but the manner in which key legal principles were ignored by the Court has led to an appeal against the judgement. The CBCRA is awaiting the Court’s leave to appeal. If that is not forthcoming, the CBCRA will consider filing an appeal directly to the Supreme Court of Appeal (SCA).
The original proposal was opposed by most of the community of Camps Bay, as unsympathetic, overbulk and insensitive to the built fabric of the beachfront.

Issue: Alleged building violations and planning breaches at 22 Sedgemoor Rd.
Advocacy Focus: Ensuring that the City and developer comply with existing court orders and planning regulations. This development was successfully interdicted from further construction by the CBCRA and neighbours in 2021. To date, the City has failed to explain how the plans were approved, given that the original Land Use permission was simply disregarded by the planning approval department.
Instead, the City has embarked upon a campaign of protecting its planning officials and the developer by trying to rescind the original order – using ratepayers money with complete disregard for the community which it is supposed to serve and protect from non-compliant developments.

Marine Pollution and Environmental Protection

Issue: The ongoing issue of untreated sewage being discharged into the ocean through marine outfalls in Camps Bay and surrounding areas.
Advocacy Focus: The Marine Outfall Plant (MOP) on the beach (known as the pump station) is an obscenely dangerous and dated method of discharging raw sewage into the bay (up to 6 million litres per day) and is receiving little to no effective attention by the City.
It is a goal of the CBCRA to, at least, compel the City to provide proper treatment of the raw effluent at the site by installing appropriate infrastructure to improve the quality of the discharge water.
Currently, the City does not have a valid water discharge permit, especially as it is pumping raw sewage into a Marine Protected Area (MPA), which is illegal.
The CBCRA is collaborating with environmental groups and the NSRI to push for better sewage treatment, improved water quality, and long-term environmental sustainability for Camps Bay and Clifton’s beaches.

Petition for 18 Central Drive

Issue: A serious planning error has become apparent at 18 Central Drive, Camps Bay. The building plans, which were approved by the City, show that the rear of the building exceeds the permissible height by at least 1.8m. A letter petition is available here for printing & signing by any resident who wishes to have their say in this matter. Focus: The Association is implementing a new communication strategy, including launching a new website, social media platforms, and building a ratepayer database. The goal is to increase community engagement and information sharing.
Status: Ongoing, with a privately funded budget to cover initial costs for the first year. Efforts include creating multiple articles per month to keep the community informed. Follow our Social Media pages here:
